As we continue to grow, so does our excellent staff and training programs...
Vicky R Horstman, Founder & President resides in Evansville, Indiana with her husband Jeff. She has four sons ranging from 17 to 29 years of age.
Since her late teens, Vicky has been an Entrepreneur. She has successfully owned and operated multiple businesses to include marketing, barter, brokerage and service related companies. Vicky is a self-proclaimed computer geek, enjoys a natural ability teach and a passion to help people.
When the economy took a turn for the worse in 2007, her brokerage firm slowed to a crawl, at which time she chose to close the doors. Vicky took this opportunity to follow her true passion of computers, teaching and helping people to reach their goals and dreams, by combining them into what is now, Votech Rehab LLC.
Vicky is a Certified Benefits Information Network Analyst (BIN), Certified Indiana Alcohol & Tobacco Commission (ATC) Sever Trainer, a Member of the Rehabilitation Engineering and Assistive Technology Society of North America (RESNA) and the Association of Computer Repair Business Owners. Further, she speaks to local groups and associations on the benefits of low and high technology solutions that can benefit individuals of all abilities. She regularly participates in and volunteers her time to the local Heartland American Council for the Blind (ACB) chapter in Bloomington, Indiana.
Vicky believes that everyone has the right to succeed. Further they have the right to acquire the tools, knowledge, information, and resources to make that happen.
Vicky’s motto is to ‘Focus on Your Ability".

Flora Cole, Technology Trainer, resides in Bloomington, IN, with her retired service dog. She grew up near Nashville, IN, and left Indiana in 2001 to attend Vassar College in Poughkeepsie, NY, where she graduated with a degree in Anthropology in 2005. While in college, Flora pursued her strong interest in helping others and became involved in the local community, volunteering at a food pantry, delivering meals to people in need, and interning at the Duchess County Social Services Department in the Child Protective and Foster Care departments.
After graduation, she moved to New York City to begin working as a caregiver for a child with a disability and for the non-profit foundation started by the child’s family to find a treatment for Spinal Muscular Atrophy. After several years spent working for the family at home in New York and abroad, Flora transitioned into a new role as the child’s classroom aide, providing hands-on assistance and facilitating communication between the parents, teachers, and therapists.
In 2010, Flora decided to pursue her goal of becoming an Occupational Therapist and returned to Bloomington to finish additional coursework required to apply for a Master’s degree as well as to continue coursework for certification in Assistive Technology. She is an avid user of technology of all kinds and welcomes the opportunity to combine that with her interest in helping others. She believes strongly that where there is a will there is a way, and she enjoys problem-solving and helping people to reach their goals.
